Mind influence is a psionic ability that the water Guardian possesses. It is not the same as the mental ability of telepathy belonging to the fire Guardian. With this power a guardian can easily plant suggestions into others' heads.
Irma seems to use this power unconsciously since before the start of the series, having become a small "ritual" between her and Hay Lin which allows her to avoid being interrogated at school on topics she's not ready for.[1]
However, it's not effective on people when entranced by the Horn of Hypnos.[2]
Despite this, it's proven to be effective to break other mind control spells as when Irma did to free Cassidy and the other former Guardians from Nerissa's control though her control was weaker at the time due to Nerissa's absence. [3]

- It is heavily implied that Yan Lin used some form of this power on Hay Lin in order to get her to invite Will to the Silver Dragon.[4]
